Afrique : les data scientists au cœur d’une guerre des talents

Pour affiner leur modèle et faire bon usage de leurs informations stockées, les entreprises font appel à de nouveaux experts. Les besoins sont importants, mais les profils encore rares.

Les masters spécialisés et les options en data science et en big data sont de plus en plus proposés dans l’enseignement supérieur : à l’Institut national polytechnique Félix-Houphouët-Boigny (INP-HB), à Yamoussoukro, depuis la rentrée 2017, ou dans deux établissements de Tunis : l’Université centrale (privée) et l’École supérieure privée d’ingénierie et de technologies (Esprit). « L’enjeu de la formation est d’aligner l’innovation en big data, en intelligence artificielle et en machine learning avec les besoins actuels des entreprises », explique Heny Selmi, responsable de l’option data science à Esprit.

Les étudiants y apprennent à « faire parler » les données, abstraites et hétérogènes, dans le but d’automatiser la prise de décision, et doivent donc maîtriser le langage du statisticien comme celui du commercial. Leur mission comprend la récupération, le nettoyage et l’analyse des données ainsi que la fabrication d’algorithmes capables d’apprendre à résoudre des tâches par eux-mêmes, à partir des données collectées (machine learning). Une révolution technologique qui touche tous les secteurs, mais dont les besoins n’ont pas encore été quantifiés.

Nouvelles qualifications recherchées sur le continent

« Les entreprises comprennent que leur modèle d’innovation est sclérosé. La plupart d’entre elles stockent des données, mais ne les utilisent pas pour innover », souligne Babiga Birregah, responsable du master spécialisé expert big analytics et métriques de l’université de technologie de Troyes (UTT), en France. Alors qu’en 2015 seuls 5 % des recruteurs envisageaient d’embaucher des data scientists, ce chiffre est passé à 13 % en 2016, selon l’étude Digital Trends Morocco. Selon la même source, en 2017, les data scientists dépassaient les développeurs web dans les intentions d’embauche.

« Sur le plan stratégique, l’exploitation de la donnée présente un potentiel inestimable », commente Élisabeth Medou Badang, porte-parole d’Orange pour la zone Afrique et Moyen-Orient, les télécoms étant l’un des secteurs où la production de données est le plus importante. L’opérateur français, partenaire financier du master spécialisé en data science à l’INP-HB, prévoit de recruter au moins dix data scientists par an ces trois prochaines années en Côte d’Ivoire, au Burkina et au Liberia. « Nous avons besoin de ces compétences localement afin de mieux connaître le profil de nos clients », ajoute-t-elle, évoquant des raisons de coûts, mais aussi de proximité avec un marché devenu compétitif.

En son sein, Jumia, le géant africain de l’e-commerce, dispose déjà d’une vingtaine de business intelligence analysts et de cinq data scientists, au Portugal, au Nigeria, en Égypte et au Maroc. « En data science, les pratiques évoluent très rapidement. Plus que l’expérience, nous valorisons les profils analytiques, brillants et motivés », explique Sami Louali, chargé de la stratégie, des relations avec les investisseurs et du développement chez Jumia.

Depuis la rentrée, l’UTT délivre à Casablanca un diplôme de big data engineer en partenariat avec la start-up marocaine Africa Data Lab. Ce cursus professionnalisant d’une durée d’un semestre est ouvert aux jeunes Marocains diplômés d’un bac+3 en informatique et en mathématiques. Sur douze étudiants, la moitié travaille dans des sociétés de services et de conseil, l’autre moitié vient de l’industrie, de la banque et de l’assurance. « Le but est de les rendre opérationnels sur le marché du travail », explique Babiga Birregah, porteur du projet. Cette formation propose notamment des préparations aux certifications d’éditeurs de logiciels comme Microsoft, IBM ou Amazon.

Des salaires plus élevés en Europe

Ces nouvelles compétences sont très recherchées sur le continent comme ailleurs. À l’Université centrale de Tunis, 40 % des ingénieurs en IT sont recrutés en Europe à la sortie de leurs études, et cette tendance s’accentue après un ou deux ans d’expérience professionnelle, principalement en France. « Les entreprises tunisiennes ne peuvent faire face aux salaires français », reconnaît Houbeb Ajmi, directrice de l’université.

En France, ces jeunes Tunisiens diplômés sont embauchés à partir de 2 200 euros par mois, contre 1 500 dinars (environ 460 euros) en Tunisie. Le salaire d’entrée a cependant doublé dans le pays en cinq ans, signe d’une prise de conscience croissante de la nécessité de valoriser les compétences ­localement.

The postholder will be part of IPPF Youth Professionals Program (YPP); through which the IPPF ARO provides a unique opportunity to persons aged between 24 and 32 years, and who are nationals of an African country, to start a professional career within the field of Sexual and Reproductive Health and Rights (SRHR) and in other areas relevant to IPPF. 2. KEY TASK a) Support the development of high-quality proposals to be submitted both to institutional donors and to trusts and foundations, and especially lead on budget development. b) Support procurement processes, especially with regards to the recruitment of external consultants. c) Conduct desk-research, write situational analyses and prepare relevant information as needed, to respond to bid opportunities. d) Support grants management, keeping track of reporting and contributing to narrative and financial reports. e) Overseeing administrative functions for the team, such as invoicing, accounting, reporting, etc., to ensure successful execution of grant processes. f) Undertake any other responsibilities which are commensurate with a role of this nature, which have been discussed and agreed with the line manager; and g) Uphold the values, ethics and culture of IPPF ARO and be an ambassador for the Federation. 3. PERSON SPECIFICATION EDUCATION & QUALIFICATIONS
  • The postholder must be a national of an African country and between 24 and 32 years old at the date of application.
  • A Bachelor's Degree in a relevant area for the post is essential. A Master's Degree is desirable.
  • Fluency in English and French with excellent oral and written communication skills in both languages is essential.
  • A minimum of one year of work experience relevant to the job description i.e., in the fields of finance, resource mobilization, grants management, advocacy or health - in particular aspects of sexual and reproductive health and rights -, is desirable.
  • Fluency in Microsoft Office is essential. Experience of Netsuite is desirable.
PROVEN ABILITY
  • Demonstrated commitment and passion for ensuring universal access to healthcare for all and SRHR in particular is desirable.
  • Experience of studying or working outside of the home country is an advantage.
  • Willingness to work in multicultural environments and ability to successfully interact with individuals of different cultural backgrounds and beliefs. The post holder must show tolerance and acceptance of different views and opinions.
  • Willing to work outside standard office hours as required.
SKILLS
