Afrique de l’Ouest : ces secteurs qui recrutent

Portées par d’ambitieux projets d’infrastructures, de nouvelles filières représentent des gisements d’emplois très prometteurs. Mais les candidats manquent.

L’agriculture a encore de beaux jours devant elle. À l’image d’un continent où la majorité de la population vit en zone rurale, 80 % à 90 % des personnes en âge de travailler en Afrique de l’Ouest sont actuellement employées dans le secteur agricole, pour la grande majorité de manière informelle. Les premiers pourvoyeurs d’emplois restent les activités d’élevage et le travail de la terre.

En revanche, sur les fonctions cadres, le marché de l’emploi ouest-africain offre des opportunités dans des secteurs en pleine émergence. « On prévoit une augmentation des recrutements à long terme dans toute la chaîne de valeur de la construction », avance Dramane Haidara, directeur du bureau de pays de l’Organisation internationale du travail (OIT), à Abidjan.

Projet monstre, estimé à 52 milliards d’euros, le Programme pour le développement des infrastructures en Afrique (Pida) ambitionne de construire 40 000 km de routes, 30 000 km de voies ferrées et 20 000 km de lignes électriques à travers tout le continent d’ici à 2040. Cinquante et un chantiers seront mis en route dans le cadre de ce dispositif. Bien que son impact sur l’emploi n’ait pas été chiffré, ce projet pharaonique va entraîner de nombreux recrutements dans les bureaux d’études, mais aussi sur le terrain.

Ingénieurs, BTP, fonctions support…

Les ingénieurs profiteront en priorité des différents chantiers mis en route par le Pida. « La tendance est encore à la domination des offres de postes pour des ingénieurs, surtout en génie civil. Et comme toujours, les recruteurs sont confrontés à une pénurie de candidats », résume Fanta Traoré-Ginzburg, fondatrice du cabinet de recrutement Empower Talents & Careers. Selon elle, les filières du BTP et du logement devraient elles aussi recruter à court terme. Tout comme la transformation de matières premières au Mali, en Côte d’Ivoire, mais aussi au Burkina Faso, où l’agriculture dynamise le secteur.

Le contexte financier actuel a aussi des conséquences positives sur l’emploi. Les récents prêts accordés par les bailleurs de fonds, ajoutés aux levées de fonds menées auprès d’investisseurs internationaux – à l’image du quatrième eurobond émis mi-mars par la Côte d’Ivoire pour une valeur de 1,7 milliard d’euros ou des 2,2 milliards de dollars récemment récoltés par le Sénégal –, instaurent un climat de confiance chez les entrepreneurs.

Ces derniers laissent libre cours à leurs projections sur l’avenir et passent un cap en structurant davantage leurs entreprises. Sur le front de l’emploi, ces tendances aboutissent à des recrutements croissants dans les fonctions support. Ce que confirme Fanta Traoré-Ginzburg : « Ces six derniers mois, nous sommes très sollicités par des entreprises de 50 à 60 salariés pour des postes de directeur et de responsable des ressources humaines, qui avaient largement été négligés jusqu’ici dans tous les pays. Même chose pour des postes de comptable, responsable financier et contrôleur de gestion ».

Plus timidement, les métiers du numérique, du développement informatique à l’intelligence artificielle, commencent eux aussi à avoir la cote chez les recruteurs. « Le secteur va croître de 20 % à 30 % au cours des années à venir », note Dramane Haidara.

À surveiller également, l’emploi vert. Les métiers liés à la réduction de la consommation d’énergie et de matières premières, à la diminution des émissions de gaz à effet de serre, à la gestion des déchets ou encore ceux qui concernent la protection et la restauration des écosystèmes devraient commencer à se développer dans la sous-­région. Au Sénégal, le secteur est par exemple soutenu par le Programme d’appui à la création d’emplois verts (Pacev), qui table sur la création de 5 000 postes à moyen terme.

Malheureusement, toutes ces opportunités ne sont pas encore précisément chiffrées. « Il est difficile de livrer des données exactes secteur par secteur car les études sont encore en cours », souligne le représentant de l’OIT. Ce chantier, qui revient aux observatoires nationaux des métiers et de l’emploi, n’est, selon lui, pas près d’aboutir : « Ces structures manquent d’informations chiffrées pour plusieurs raisons.

D’abord parce qu’il est difficile de collecter des données que les entreprises elles-mêmes ne produisent pas, mais aussi parce que certains de ces projets dissimulent en réalité des coquilles vides, incapables de fonctionner faute de moyens adéquats », déplore-t-il. Cette situation complique les politiques de planification et la prise de décision au niveau des gouvernements.


Comment trouver la perle rare ?

Si la tendance se confirme, les employeurs auront bientôt beaucoup de mal à recruter de nouveaux talents pour les fonctions de responsable des ressources humaines.

« C’est compliqué de trouver les bons profils pour pourvoir ces postes. Pour le moment, on se tourne plutôt vers la diaspora », explique la fondatrice du cabinet Empower Talents & Careers.

Pour les ingénieurs, en revanche, le vivier existe localement grâce aux bonnes formations dispensées par des écoles comme INP-HB en Côte d’Ivoire ou 2iE au Burkina Faso.


Des freins à la mobilité géographique

Si la Cedeao a pour but de faciliter les échanges entre ressortissants d’Afrique de l’Ouest, la mobilité géographique dans un contexte professionnel reste encore compliquée, même pour les fonctions cadres. « Les ingénieurs ivoiriens s’exportent très bien mais rencontrent des difficultés d’adaptation dans les autres pays. Et parfois, il y a tout simplement la barrière de la langue », explique Fanta Traoré-Ginzburg.

La standardisation des formations pose aussi problème : « Au Mali, le système de diplômes LMD est arrivé très tard, ce qui fait que certains étudiants ont dû doubler une année en cours de route et se retrouvent diplômés à 28 ou 29 ans. Ils ne peuvent pas rivaliser avec des profils venus d’autres pays, diplômés et recrutés plus tôt et dont l’expérience professionnelle s’avère plus riche », regrette la spécialiste du recrutement.
