Sénégal : à Dakar, l’Institut des métiers du droit mise sur le pétrole et le gaz

Créé par deux anciens hauts fonctionnaires, ce nouvel établissement parie sur les perspectives offertes par l’exploitation future d’hydrocarbures dans le pays.

Une imposante bâtisse bleu et blanc au sein de Nord Foire Azur, une zone résidentielle de standing, à l’ouest de la capitale sénégalaise… C’est dans ces murs que, dès novembre, commenceront pour une centaine d’étudiants les enseignements de l’Institut des métiers du droit (IMD).

Mais ça n’est pas un hasard si cet établissement d’enseignement supérieur privé prévoit de mettre un accent particulier sur l’alternance entre la formation dans le public et dans le privé. C’est que l’histoire de l’IMD se confond avec celle de ses cofondateurs, deux anciens hauts fonctionnaires sénégalais passés dans le privé.

Anticiper les changements dans le secteur industriel

Docteur en droit, ex-directeur général des douanes, ancien membre de la prestigieuse Inspection générale d’État (IGE), Boubacar Camara est président du conseil d’administration de la cimenterie Sococim Industries (filiale locale du français Vicat).

Directeur exécutif de Geomin, un cabinet de conseil dans le secteur minier, l’ingénieur-géologue Moussa Sylla, administrateur de l’IMD, fut quant à lui directeur des Mines et de la géologie au ministère du même nom. Des parcours qui leur ont permis de se confronter aux réalités des deux sphères ainsi qu’à la nécessité de mettre en place des formations qui permettent d’être rapidement opérationnel.

En licence professionnelle, les formations tournent autour des questions de gouvernance locale, de marchés publics et de partenariats public-privé, du droit de l’immobilier, des marchés financiers et boursiers.

Alors que, en master, les formations proposées sont axées sur les industries minières et pétrolières, les activités maritimes, portuaires et aéroportuaires, les marchés publics et le partenariat public-privé, le droit notarial et immobilier, les marchés financiers et boursiers…

À l’évidence, les initiateurs du projet parient sur le dynamisme de certains secteurs de l’économie locale, mais aussi et surtout sur les perspectives offertes par l’exploitation future du pétrole et du gaz dans le pays. « Beaucoup d’investisseurs qui viennent en Afrique ont besoin d’avoir des gens bien formés, qui comprennent leurs préoccupations. Notre rôle est d’anticiper en essayant de mettre ces jeunes sur le marché », expliquent-ils.

Les différents enseignements sont assurés par une équipe pédagogique constituée de professeurs d’université, de spécialistes, d’experts nationaux et internationaux.

Des offres communes

L’IMD met aussi en place des MBA destinés au renforcement des capacités des professionnels dans des domaines précis, comme les ressources humaines, les fusions-acquisitions, le droit et la fiscalité d’entreprise, la lutte contre la fraude et le blanchiment. D’une durée maximale de trois mois, ces programmes explorent trois aspects : l’état des lieux du secteur, les meilleures pratiques qui y sont en vigueur et enfin des études de cas.

Nous voudrions être une référence internationale d’ici à cinq ou dix ans

« Notre objectif est de créer un MBA qui se fonde aussi sur nos différentes expériences professionnelles », assure Boubacar Camara. De même, il est prévu, à terme, de lancer un MBA en management public-privé favorisant pour ses détenteurs le passage en toute quiétude entre les secteurs public et privé.

Pour suivre les enseignements en licence, l’étudiant devra toutefois débourser 550 000 F CFA par an [840 euros], et entre 1 100 000 et 1 350 000 F CFA en master. Ces coûts seront-ils à la portée du plus grand nombre ? « Nos tarifs sont largement en deçà de ce qui se fait sur le marché », se défend le président de l’Institut.

En attendant, la direction de l’IMD cherche à nouer des partenariats – locaux et internationaux – avec des grandes entreprises, des cabinets d’avocats, et d’autres établissements d’enseignement supérieur pour des offres communes de formations. « Nous voudrions être une référence internationale d’ici à cinq ou dix ans », s’enthousiasment ses ­responsables.

S/he will support resource mobilization and grants management, including the development and writing of project proposals, budgets, narrative and financial reports, contributing to the production of quality and timely funding proposals, donor reports, and other external communication materials. The postholder will be part of IPPF Youth Professionals Program (YPP); through which the IPPF ARO provides a unique opportunity to persons aged between 24 and 32 years, and who are nationals of an African country, to start a professional career within the field of Sexual and Reproductive Health and Rights (SRHR) and in other areas relevant to IPPF. 2. KEY TASK a) Support the development of high-quality proposals to be submitted both to institutional donors and to trusts and foundations, and especially lead on budget development. b) Support procurement processes, especially with regards to the recruitment of external consultants. c) Conduct desk-research, write situational analyses and prepare relevant information as needed, to respond to bid opportunities. d) Support grants management, keeping track of reporting and contributing to narrative and financial reports. e) Overseeing administrative functions for the team, such as invoicing, accounting, reporting, etc., to ensure successful execution of grant processes. f) Undertake any other responsibilities which are commensurate with a role of this nature, which have been discussed and agreed with the line manager; and g) Uphold the values, ethics and culture of IPPF ARO and be an ambassador for the Federation. 3. PERSON SPECIFICATION EDUCATION & QUALIFICATIONS
  • The postholder must be a national of an African country and between 24 and 32 years old at the date of application.
  • A Bachelor's Degree in a relevant area for the post is essential. A Master's Degree is desirable.
  • Fluency in English and French with excellent oral and written communication skills in both languages is essential.
  • A minimum of one year of work experience relevant to the job description i.e., in the fields of finance, resource mobilization, grants management, advocacy or health - in particular aspects of sexual and reproductive health and rights -, is desirable.
  • Fluency in Microsoft Office is essential. Experience of Netsuite is desirable.
PROVEN ABILITY
  • Demonstrated commitment and passion for ensuring universal access to healthcare for all and SRHR in particular is desirable.
  • Experience of studying or working outside of the home country is an advantage.
  • Willingness to work in multicultural environments and ability to successfully interact with individuals of different cultural backgrounds and beliefs. The post holder must show tolerance and acceptance of different views and opinions.
  • Willing to work outside standard office hours as required.
