Project Manager- Open Forum on Agricultural Biotechnology in Africa (OFAB) Role Profile The Open Forum on Agricultural Biotechnology in Africa (OFAB) is an advocacy initiative aimed at facilitating the flow of information from the scientific community to policy makers and the public. Launched in 2006, OFAB provides a community platform that works to enhance knowledge-sharing and awareness on biotechnology to raise understanding and appreciation of agricultural biotechnology and contribute to building an enabling environment for sound decision making. The OFAB Project works with partners and collaborator in the seven countries to design and deliver its campaigns and influencing work on the continent. As head of the Project Secretariat, the OFAB Project Manager will provide strategic leadership of OFAB’s advocacy, campaigns and influencing, ensuring attainment of maximum impact. The incumbent will be expected to develop innovative advocacy, campaigns and influencing strategies and oversee their effective and efficient implementation at country level. H/She will represent AATF at high-level decision-maker discussions, media and other collaborators. The Manager will have direct supervision of four staff and will also have responsibility for the performance of partner countries and Project contractors. Duties and Responsibilities Strategy & Leadership
  • Responsible for the development and shaping of OFAB’s long-term high profile strategy on influencing and providing AATF with advise on campaigns, advocacy and influencing
  • Plans and oversees implementation of advocacy, campaigns, and influencing work plans including research and policy analysis by Country Chapters, partners and collaborators through regular interactions with country host partners and other partners;
  • Contributes to the strategy, management and leadership of AATF as a member of the Management Team
  • Leads and manages the OFAB Project Secretariat, including teams in seven countries and a multi-million budget

  • Assesses the overall effectiveness of the advocacy and campaigns and makes needed changes in approach and technique.
Advocacy and representation
  • Provides support to the AATF Leadership to maximise the impact of high-level external engagements on advocacy with international public officials, politicians, organisations and the private sector.
  • Identifies and ensures utilisation of visibility opportunities at regional and global levels that will contribute to the delivery of OFAB milestones
  • Engages with public officials, politicians, organisations and the private Sector in and outside Africa and gives interviews as needed to communicate OFAB’s campaign and advocacy messages.
Public Engagement and Programme
  • Ensures synergy between OFAB’s influencing, advocacy and campaigns with AATF’s corporate strategy
  • Understands and applies Public Engagement strategies for campaigning, advocacy and public mobilisation.
  • Builds campaigns and advocacy strategies that are informed by and integrated in programming work, country and regional advocacy strategies and national campaigning
  • Oversees implementation and monitoring of OFAB Project grassroots and high-level communication and advocacy campaigns in line with the project’s primary outcomes
  • Oversees documentation, information management and sharing that include effective management of OFAB websites and social media.
  • Develops and implements media outreach strategy to guide productive media relations and use to improve public perceptions towards biotechnology in Africa
  • Oversees implementation of internet and other digital platforms and communication strategies to support OFAB grassroots advocacy and communication campaigns
  • Creates and or maintains efficient issue tracking and managing systems for effective monitoring and management of biotech issues
  • Guides development and implementation of OFAB issues management strategy for coherent, efficient and effective monitoring, tracking and management.
Required Competencies Essential
  • Demonstrated advocacy and communication skills including excellent public relations and communication abilities – written, editorial and spoken

Qualifications and Experience

I. Contexte La république du Mali a obtenu de l’Association Internationale de Développement (IDA), le nancement du Projet P 164242 – Projet de Gouvernance du Secteur des Mines (PGSM), placé sous la tutelle du Ministère des Mines et du Pétrole. Dans le cadre de la mise en œuvre des activités de ce Projet, une Unité de Coordination (UCP) a été créée et souhaite recruter un Spécialiste en Sauvegarde Environnementale et Sociale. I. DESCRIPTION DU PROJET Le projet vise à améliorer la contribution du secteur minier aux objectifs de croissance à long terme du gouvernement en mettant l’accent sur la croissance et la diversi cation de la production minière, une gouvernance améliorée et des revenus tirés de l’extraction, ainsi que le développement économique local induit par le secteur minier. À cette n, les activités du projet sont axées sur (i) l’amélioration de l’environnement favorable à la diversi cation et à la croissance du secteur minier ; ii) renforcer la gouvernance et la transparence des ressources ; et (iii) maximiser l’impact socio-économique de l’exploitation minière en développant des liens économiques et scaux avec l’économie locale. Les composantes du projet proposé sont décrites ci-dessous. II. COMPOSANTES DU PROJETS Le projet comprend les composantes suivantes : Composante A : Créer les conditions de la croissance et de la diversi cation du secteur minier Composante B : Renforcement de la transparence des revenus et de la gouvernance Composante C : Maximiser l’impact de l’exploitation minière sur le développement local Composante D : Intervention d’urgence éventuelle Composante E : Coordination du projet OBJECTIF DES TERMES DE RéFéRENCE L’objectif de ces termes de référence est de recruter un Spécialiste en Sauvegarde Environnementale et Sociale. II. Tâches et responsabilités : Sans être exhaustives, les tâches du consultant sont décrites dans les rubriques qui suivent : Sous la supervision du Coordonnateur de l’Unité de gestion du PGSM, le Spécialiste en sauvegarde environnementale et sociale est chargé d’accomplir les tâches suivantes :
  • Suivre l’ensemble du processus de l’EESS en collaboration avec le bureau de consultants qui serarecruté pour ce faire ;
  • Suivre le respect des procédures édictées en matière d’évaluation environnementale stratégique :application des politiques de sauvegarde environnementale et sociale de la Banque Mondiale, tenue de la consultation publique et concertation avec les parties prenantes, analyse de la pertinence des éléments du Plan Cadre de Gestion Environnementale et Sociale, etc ...
  • Servir d’intermédiaire entre le projet et la DNACPN d’une part et la cellule environnement de ladirection des mines d’autre part pendant toute la durée d’élaboration de l’EESS et de la mise en œuvre des mesures qui en découleront ; • Organiser la mise en œuvre du plan cadre de gestion environnementale et sociale qui sera issu de l’EESS ;
    • Analyser la durabilité des activités à réaliser dans le cadre du projet PGSM et élaborer les TdR pour toutes les activités du PGSM assujetties aux procédures d’EIES le cas échéant ;
    • Proposer un cadre participatif de suivi et de surveillance environnementale des activités à réaliserdans le cadre du PGSM avec : des indicateurs, la fréquence de collecte des données, l’estimation des coûts d’atténuation, le rôle et la responsabilité des acteurs (au niveau central, régional/local,communal et district/village);
    • Définir un processus pour la mise à jour les procédures, les modes opératoires et les guides de bonnes pratiques en matière d’environnement, d’hygiène, de santé et de sécurité dans les mines industrielles et dans les exploitations minières artisanales et à petites échelle ;
    • Faire élaborer des modules de formation, d’information, de sensibilisation, de communication et des guides de bonnes pratiques sur la préservation de l’environnement, la réhabilitation des sites et la prévention des risques ;
    • Définir avec le coordonnateur les conditions et la plani cation des différentes formations qui seront menées dans le cadre de la mise en œuvre du PCGES. ROLE ET OBLIGATIONS DU SPéCIALISTE EN SAUVEGARDE ENVIRONNEMENTALE ET SOCIALE : Le spécialiste en sauvegarde Environnementale et Sociale signera un contrat de performance avec la coordination du projet a n d’assurer en temps voulu (i) le bon fonctionnement du dispositif du Système de Sauvegarde Environnementale et Sociale du Projet et aider le projet à atteindre ses objectifs. LespécialisteenSauvegardeEnvironnementaleetSocialefaitpartiedel’équipedel’UCP.Ilentretient des liens fonctionnels avec les autres membres de l’UCP. Toutefois, il dispose d’une certaineindépendance dans la communication de ses rapports annuels. OBLIGATIONS DE L’ADMINISTRATION (PROJET) : L’administration remettra au Spécialiste en Sauvegarde Environnementale et sociale l’ensemble des documents, dossiers et outils appropriés et nécessaires à l’exécution de sa mission. Elle remettra également à la disposition dudit spécialiste, les locaux et équipements nécessaires pour assurer une bonne prestation de service
III. Formations et expériences requises
Niveau
• Diplôme d’Etudes Supérieures en sciences de l’environnement, géologue, santéenvironnementale, agro écologiste, géographe, (minimum Bac + 5 ou diplôme équivalent), etc.
Expérience
•Au moins une expérience générale d’au moins 10 ans en évaluation environnementale ;
  • Avoir participer à au moins une mission d’élaboration d’une évaluationenvironnementale stratégique d’un plan, d’un programme ou d’un secteur dans sa carrière ;
  • Avoir une bonne connaissance du secteur minier du Mali ou d’autres pays ouestafricains ;
  • Bonne connaissance des politiques de sauvegardes environnementale et sociale de la Banque mondiale et de leur application dans les projets miniers ;
  • Expérience avérée d’au moins 10 années dans la pratique des évaluationsenvironnementales : EES/EIES/PGES/PAR, etc...
  • Bonne connaissance des mesures de préservation de l’environnement minier : - Règles et procédures de réhabilitation et de restauration dans les mines industrielles ; - Bonnes pratiques de préservation de l’environnement dans les mines artisanales et les petites mines.
IV. Compétences Connaissances en informatique et Technique : Le candidat ou la candidate devra avoir l’expérience d’une bonne connaissance de l’outil informatique en particulier : des logiciels de gestion environnementale, logiciels de monitoring et de suivi des impacts, etc.... Le candidat ou la candidate devra justi er d’une bonne connaissance de la méthodologie de pilotage d’unsystème de sauvegarde environnementale et sociale des projets de développement nancés par de PTF. Autres aptitudes : • Le candidat devra faire preuve d’une bonne expression orale et écrite en Français. • La connaissance de l’anglais serait un atout. • Le candidat doit avoir une bonne aptitude à la communication écrite et orale en français. Il devra par ailleurs être reconnu comme disposant d’aptitudes à travailler en équipe. Observations particulières : Le transfert de connaissance et d’expertise est une dimension essentielle des services attendus du consultant. De ce fait, une attention particulière sera accordée à l’aptitude et à la quali cation du candidat pour le coaching, l’initiation et le renforcement de la pratique des évaluations environnementales et des politiques de sauvegarde de la Banque Mondiale au pro t des agents des services techniques de l’environnement et des mines. CONDITIONS D’EMPLOI : Les conditions d’emploi feront l’objet d’un contrat à négocier avec la coordination du projet. Le candidat doit être libre de tout engagement à compter de la date de signature du contrat(31/05/2020). DURéE DU CONTRAT : Le contrat du Spécialiste en sauvegarde environnementale et sociale sera signé pour une période dedeux ans (24 mois) correspondant au calendrier de mise en œuvre des activités prioritaires du projet. Toutefois, cette durée pourra être prorogée en cas de besoin et après une évaluation de la performancejugée satisfaisante et con rmée avec l’avis de la Banque Mondiale. VI. Soumission de l’application Tout candidat intéressé doit faire parvenir au Projet de Gouvernance du Secteur des mines en copiephysique ou par email : • Une lettre de motivation adressée au Coordonnateur du projet ; • Un CV actualisé, daté et signé ; • Une copie certi ée des diplômes et attestations ; • Les attestations de service fait ou preuves attestant l’expérience professionnelle du candidat.
