Audiovisuel : quand Canal+ forme les professionnels africains

Le groupe Canal+ dispense depuis cette année des formations professionnelles à des journalistes, réalisateurs ou encore cadreurs qui souhaitent renforcer leurs compétences. Le but : pouvoir s'exporter à terme aux quatre coins du continent.

Comment cadrer ? Comment poser sa voix ? Quel titre choisir pour un sujet ? Début juin, une quarantaine de professionnels de l’audiovisuel ont participé à Libreville et à Brazzaville aux ateliers dispensés par Canal+ University. Lancée officiellement en République du Congo et au Gabon, ce centre de formation itinérant de la filiale du géant Vivendi doit encourager les transferts de compétences sur le continent africain, dans le secteur des médias. Car si les candidats ne manquent pas, les savoirs techniques sont encore à consolider.

Pas de candidatures

« Nous recevons beaucoup de sujets intéressants de la part de pigistes ou de JRI. Mais ces contenus présentent souvent quelques défauts notamment dans la prise de son ou le cadrage. Ces personnes ont de bonnes idées mais pas nécessairement les codes demandés », explique Grace Loubassou, responsable relations institutionnelles Afrique de Canal+ International.

Canal+ University intéresse les autodidactes mais aussi des diplômés qui ont reçu une formation trop théorique. Pour sélectionner ses candidats, l’école passe uniquement par les partenaires de Canal+ Afrique, c’est-à-dire les chaînes locales ou les festivals. Pas d’appel à candidatures pour le moment.

Formateurs professionnels

Chaque session est animée par des journalistes vedettes de Canal+ Afrique. Charles Mbuya, journaliste sportif de Canal+, présentateur de Talents d’Afrique, était par exemple à Brazzaville du 3 au 8 juin pour préparer 15 journalistes du service de la production des programmes sportifs de Télé Congo. À ses côtés, ils ont appris à commenter un événement sportif, à l’approche de la Coupe d’Afrique des Nations 2019. « J’ai aimé pouvoir partager mon expérience. La session était très complète. Nous avons toutefois manqué de temps pour réaliser tout ce que nous avions prévu », raconte le journaliste qui était sur place une semaine.

Un bémol que relève aussi Grace Loubassou, en charge du projet : « C’est difficile de les assister sur une plus longue période car les personnes à l’antenne ont un planning chargé. Mais nous réfléchissons à des moyens pour continuer à les suivre sur la durée. »

Une formation dans 25 pays

À la fin d’une session, les participants reçoivent une attestation afin de faire valoir leur montée en compétence auprès de leurs futurs employeurs. « L’objectif est de pouvoir former des professionnels qui puissent offrir des programmes, sous différents formats, pour Canal+ mais aussi d’autres médias. Nous les encourageons à s’exporter au-delà de leurs radios ou TV communales », précise Grace Loubassou.

Cette initiative doit être répliquée dans 25 autre pays. Prochaine étape : le Sénégal où une formation liée aux métiers du son et du cadrage aura lieu à la rentrée.


Bloomberg forme au journalisme financier

L’Afrique de l’Ouest est également la nouvelle zone choisie par le site d’information Bloomberg pour ses formations en journalisme financier. Le média américain a ainsi annoncé l’ouverture de ses formations au Ghana, en Côte d’Ivoire, en Tanzanie, en Zambie et au Sénégal. Dans ce dernier, c’est notamment au sein du groupe IAM que les formations auront lieu.

The DCS, reporting to the Executive Director, will be accountable for the delivery of efficient and effective corporate services (finance, general operations, procurement, logistics and Human Resources), and lead the Foundation’s overall operational support services.   Duties and Responsibilities
  • Develop financial plans and advise senior management and Board of Trustees on the Foundation’s financial strategy and management, including the mitigation of financial risk;
  • Develop and maintain systems of internal control, and advise senior management and the Board on the provision of assurance services (internal and external audit), manage the Foundation’s liquidity, investments and foreign exchange risks in line with Board-approved policy;
  • Provide support to the Executive Director in implementing the Foundation’s institutional risk assessment framework and risk management policy, with attention to business continuity risk;
  • Identify and make recommendations regarding opportunities for improvements in the Foundation’s administrative operations and processes, undertaking new initiatives, implementing corporate operational strategies, establishing of corporate services targets (Balance Score Cards) and monitoring achievement of results;
  • Provide leadership in managing the Foundation’s partnerships with sub-grantees with view to enhancing mutual accountability;
  • Oversee continuous development and implementation of the Foundation’s cost-recovery policy for services provided to other institutions and/or projects. Foster accurate planning, forecasting and reporting of special income;
  • Ensure compliance with human resources policies and strategies, as well as optimal staffing at headquarters and projects;
  • Provide leadership in the management of the entire procurement cycle, and develop and nurture professional relations with local service providers;
  • Contribute substantively to institutional resource mobilization efforts;
  • Take leadership in the proper management and control of institution’s assets and facilities;
  • Ensure that common services and joint arrangements help to contribute to AATF’s objective of providing efficient and economical implementation of its activities.
  Qualifications and Experience
  • Master’s degree or equivalent in Business Administration, Public Administration, Finance, Economics, or related field;
  • Internationally recognized professional qualification in accounting.
  • At least 10-15 years of senior responsibility in fiduciary management and administration in an international setting, and track record of hands on experience in Africa;
  • Demonstrated leadership in administration and operations in an international environment;
  • Demonstrated in-depth understanding of issues around African agriculture;
  • Strong track record in resource mobilization for development, and excellent understanding of the typology of the RM landscape (development partners, philanthropy, the private sector, and other stakeholders in Africa).
  Key Competencies required
  • Demonstrated leadership in fostering teamwork; developing and motivating, and mentoring staff to achieve organisational objectives;
  • Superior priority setting skills, with high energy and enthusiasm;
  • Proven track record in innovative thinking and entrepreneurship;
  • Proven fiduciary management, administrative and operations skills consistent with internationally recognized practices and standards;
  • Track record of providing fiduciary services along the entire project cycle in international organizations, including planning, implementation, monitoring and evaluation, and reporting;
  • Track record of developing and implementing Enterprise Resource Planning (ERP) systems in international settings, and superior IT skills;
  • Demonstrated communications and presentation skills;
  • Demonstrated professional and personal integrity, and ability to nurture and promote an inclusive and diverse professional environment with uncompromising sensitivity to gender and culture;

Duties and Responsibilities She/he will pay attention to addressing the following two critical issues:
  1. There is a real void in the current science and technology environment in Africa in terms of a serious engagement around biotechnology. This is due primarily to the absence of a strong agenda setting organization, capable of mobilizing expertise and resources to advance our understanding of challenges and opportunities in the biotechnology space and help promote a vigorous and innovative ecosystem.  The new Executive Director will be someone who has demonstrated the ability to engage and lead at the continental level to mobilize a constituency for real advances in mastering tomorrow’s technologies to fuel growth and wealth creation in Africa’s rapidly transforming agricultural value chains.
  2. This vision of the future of the Foundation requires substantial and sustainable financial resources from African sources. Over the last 10-15 years, the Foundation has generated several products and services that African countries and organizations will be willing to invest in supporting and expanding. The new Executive Director will possess the ability to deepen existing partnerships while building new ones, and leverage AATF’s products and services to generate resources to sustain future growth.
  The Executive Director, in her/his role as the top management position reporting to the Board of Trustees, will seek to ensure the effective linkage between the Foundation’s strategic directions and its operations. Specific areas of accountability are listed as follows, and detailed in subsequent sections:
  • Strategic direction and external relations
  • Institutional leadership
  • Programmatic implementation and operational leadership
  • Institutional capacity strengthening
  • Supporting Board of Trustees for enhanced governance
 
  1. Strategic Direction and External Relations:
  • Work closely with the Board, provide leadership in developing the Vision, Mission and strategic direction for the Foundation
  • Articulate and secure buy in of the Foundation’s vision, mission and strategic directions across a wide range of internal and external stakeholders
  • Lead the development of innovative approaches to leveraging the AATF brand within the African stakeholder landscape to generate resources
  • Engender credibility and legitimacy as the chief spokesperson for the Foundation on all issues.
  • 2. Institutional Leadership:
  • Lead the implementation of the Foundation’s strategy
  • As chief executive, direct and provide guidance on the Foundation’s day to day operations
  • Oversee implementation of AATF’s risk management strategy, ensuring that institutional, programmatic and operational risks, including business continuity risk, are identified, managed and mitigated
  • Set the Foundation’s ethical tone and institutional commitment to zero tolerance for corruption, financial mismanagement and other forms of misconduct
  • Lead and demonstrate the Foundation’s commitment to inclusiveness and tolerance in its vision, program implementation and institutional operations
          3.Programmatic Implementation and Operational Leadership:
  • Lead the effective translation of the Foundation’s strategic priorities into annual work programs that are appropriately aligned with the resource envelope, and developing strategies for any needed adjustments
  • Promote and actively facilitate a conducive working environment for staff and AATF stake holders
  • Lead the development and implementation of the Foundation’s resource mobilization strategy
  • Develop operational plans and provide guidance for the successful implementation of AATFs social enterprise initiatives as well as any other for-profit subsidiaries
        4.Institutional Capacity Strengthening:
  • Ensure that the Foundation’s institutional capacities are adequately designed, resourced and effectively performing to deliver both corporate and program outcomes
  • Provide leadership in the management of the Foundation’s financial resources to ensure a sustainable institutional financial position
  • Ensures that the Foundation has efficient systems for implementing and monitoring its project portfolio
  • Lead the mainstreaming of gender in both programs and operations
  • Provide guidance in implementing compensation of staff within the Board-approved framework of policies and programs.
  • Ensures that the Foundation has the right talent in terms of competence and other attributes both for current and emerging needs.
  • Champion organisational culture that is aligned with AATF’s Values and strategic direction.
      5.Support the Board of Trustees for Enhanced Governance
  • Ensure appropriate management support to the Board for effective discharge its oversight responsibilities
  • Provide leadership in the implementation of Board decisions
  • Regularly apprise the Board of the Foundation’s risk management efforts, including strategic and operational risks.
  Qualifications and Experience
  • The candidate will possess an advanced degree (PhD or Masters) in agricultural sciences, economics, business management or a related field.
  • Possess a strong record of publication in the relevant field
  • At least ten years in senior management with a reputable organisation.
  • Demonstrated in depth understanding of issues around African agriculture.
  • Demonstrated experience working on topical development issues across Africa, and an active network of partnerships and collaboration with the African agricultural research and development, and agribusiness commercialization sectors.
  • Strong track record in resource mobilization for development, and excellent understanding of the typology of the RM landscape (development partners, philanthropy, the private sector, and the various stakeholders in Africa).
  • High-level advocacy and strong negotiation skills,
  • Excellent political and diplomatic skills and judgement.
  • Superior communications skills to persuade, inspire and mobilize all stakeholders around AATF’s vision and mission.
  • Demonstrated leadership in identifying organizational challenges and ability to act as change agent to address them.
  • The candidate must have substantive, relevant and direct hands-on experience working in Africa.
