Madagascar : une nouvelle faculté de pharmacie prévue pour 2021

La fondation du groupe pharmaceutique français Pierre Fabre et la fondation de la famille Mérieux financent ce projet qui devrait former 40 à 50 étudiants par an au sein de l’université d’Antananarivo.

La Grande île a besoin de pharmaciens. Voilà pourquoi deux grands acteurs du secteur ont décidé de prendre les choses en main en finançant la formation des pharmaciens à Madagascar. Depuis 2005, la fondation de l’entreprise pharmaceutique française Pierre Fabre et la fondation de la famille Mérieux à l’origine des institut éponymes, financent seules le département de pharmacie de la faculté de médecine de l’université d’Antananarivo. Le 22 novembre prochain, Pierre-Yves Revol, président de la première et Benoit Miribel, directeur général de la seconde, passeront à la vitesse supérieure en posant la première pierre de ce qui doit devenir une faculté autonome de pharmacie.

Cursus de six ans

Premier du genre sur l’Île rouge, l’établissement d’enseignement supérieur devant ouvrir à la rentrée 2021, pourra former chaque année entre 40 et 50 étudiants pour un cursus de six ans. Les lauréats de la faculté exerceront en priorité pour le secteur public.

Situé sur le campus de l’université d’Antanarivo dont les services participent à sa création, la nouvelle faculté prendra la forme d’un bâtiment d’environ 700 mètres carrés, comprenant cinq salles de cours, trois salles de travaux pratiques équipées et des bureaux pour les étudiants. « Comme le département actuellement, la faculté sera parfaitement autonome. Nous n’interviendrons ni dans sa gouvernance, ni dans le recrutement des enseignants », précise un porte-parole de la fondation Pierre Fabre.

Un besoin criant

Soutenue par de nombreux partenaires opérationnels comme le ministère de la Santé malgache, l’université Grenoble-Alpes, le CHU de Grenoble, le Service de coopération et d’action culturelle (SCAC) de l’ambassade de France à Madagascar et la région Auvergne-Rhône-Alpes, l’initiative des fondations Pierre Fabre et Mérieux vise deux objectifs : améliorer l’accès aux médicaments dans un pays où les dépenses consacrées à la santé ne représentent que 3 % du PIB, d’après l’Organisation mondiale de la santé (OMS). Pour cela, elles ont besoin de développer la chaîne de valeur en formant les futurs pharmaciens qui distribueront leurs produits.

Madagascar comptait seulement 275 pharmaciens en 2015, pour une population totale estimée à 24,9 millions d’habitants.

Le nombre de praticiens va donc progresser sur l’île rouge. Selon les chiffres de l’Ordre des pharmaciens de Madagascar, cette dernière comptait seulement 275 pharmaciens en 2015, pour une population totale estimée à 24,9 millions d’habitants. Les besoins sont donc criants. Pour rappel, les conditions de vie et les moyens médicaux insuffisants, ont conduit au cours de l’automne 2017 à une épidémie de peste provoquant la mort de quatre personnes.

Couverture du territoire

En revanche, impossible de savoir si cette initiative bénéficiera aux zones rurales où l’accès aux médicaments est le plus difficile. Selon Chiarella Mattern, socio-anthropologues à l’Institut Pasteur et spécialiste du système de santé malgache, ces zones sont boudées par les jeunes diplômés. Résultat, les professionnels du médicament sont bien souvent formés que trois mois au sein d’officines privées. Ils sont ensuite autorisés par le gouvernement à ne délivrer qu’une liste prédéfinie de produits pharmaceutiques dans des dépôts qui, bien souvent, développent un marché parallèle.

KEY TASK a) Support the development of high-quality proposals to be submitted both to institutional donors and to trusts and foundations, and especially lead on budget development. b) Support procurement processes, especially with regards to the recruitment of external consultants. c) Conduct desk-research, write situational analyses and prepare relevant information as needed, to respond to bid opportunities. d) Support grants management, keeping track of reporting and contributing to narrative and financial reports. e) Overseeing administrative functions for the team, such as invoicing, accounting, reporting, etc., to ensure successful execution of grant processes. f) Undertake any other responsibilities which are commensurate with a role of this nature, which have been discussed and agreed with the line manager; and g) Uphold the values, ethics and culture of IPPF ARO and be an ambassador for the Federation. 3. PERSON SPECIFICATION EDUCATION & QUALIFICATIONS
  • The postholder must be a national of an African country and between 24 and 32 years old at the date of application.
  • A Bachelor's Degree in a relevant area for the post is essential. A Master's Degree is desirable.
  • Fluency in English and French with excellent oral and written communication skills in both languages is essential.
  • A minimum of one year of work experience relevant to the job description i.e., in the fields of finance, resource mobilization, grants management, advocacy or health - in particular aspects of sexual and reproductive health and rights -, is desirable.
  • Fluency in Microsoft Office is essential. Experience of Netsuite is desirable.
PROVEN ABILITY
  • Demonstrated commitment and passion for ensuring universal access to healthcare for all and SRHR in particular is desirable.
  • Experience of studying or working outside of the home country is an advantage.
  • Willingness to work in multicultural environments and ability to successfully interact with individuals of different cultural backgrounds and beliefs. The post holder must show tolerance and acceptance of different views and opinions.
