Sénégal : bientôt une implantation de l’Institut Mines-Télécom à Diamniadio

Suite à l’engouement suscité par ses cours à distance sur le continent, le regroupement d’écoles d’ingénieurs français, Institut Mines-Télécom, a décidé de s’implanter dans la nouvelle ville de Diamniadio.

Un heureux concours de circonstance a amené Michel Pavageau et Frédérique Vincent, respectivement directeur des relations internationales et directrice de l’enseignement et de l’international de l’IMT, à réfléchir à l’implantation d’une école dans la ville nouvelle de Diamniadio au Sénégal. Dans son plan stratégique 2018-2022 publié en janvier dernier, le groupe qui rassemble les huit écoles publiques des mines et des télécoms françaises, évoque un projet d’implantation « d’une école en cinq ans conduisant à un diplôme ingénieur/manager ». Mais depuis, le projet semble avoir quelque peu changé.

« Incubateur de formation »

« Notre but serait d’ouvrir un incubateur de formation, c’est-à-dire un lieu de rencontre entre les partenaires présents sur le futur campus franco-sénégalais de Diamniadio. Ils réfléchiraient ensemble à monter des formations professionnelles innovantes qui répondent aux besoins concrets du pays et qui explorent des champs qui n’existent pas encore », s’enthousiasme Frédérique Vincent. Les secteurs du numérique, de l’agronomie ou de la construction sont visés en priorité. Les équipes de l’IMT réfléchissent également à l’ouverture d’un bachelor technique pour former à niveau bac+2 des cadres intermédiaires dans l’industrie.

Masters spécialisés

Si nombre de ses écoles ont des relations anciennes avec des établissements d’enseignement supérieur africains, aucune n’a jusqu’ici tenté l’implantation physique sur le continent.

Reste à savoir quand le projet accueillera réellement ses premiers étudiants. D’ores et déjà, l’IMT ouvre pour la rentrée 2018 un mastère spécialisé en technologie du web et cybersécurité et en 2019, un autre mastère spécialisé sur le montage et le financement de projets en économie verte sera lancé.

Adressé aux professionnels, ils seront adaptés aux emplois du temps et seront dispensés dans les locaux de l’ESP Dakar dans un premier temps. « Nous devrions débuter avec des promotions d’une douzaine de personne pour atteindre les 25 au fil des promotions », estime le directeur des relations internationales.

Nous avons constaté que le mooc sur l’initiation à la fabrication numérique rencontrait un gros succès en Afrique.

Opportunité

Si l’IMT et ses écoles ont historiquement des partenariats avec des écoles du continent, c’est à la suite du succès de l’un de ses moocs – une trentaine de ces formations en ligne sont en accès libre sur la plateforme France université numérique (Fun) – que l’école a décidé de s’engager plus intensément dans la formation en Afrique.

« Nous avons constaté que celui sur l’initiation à la fabrication numérique rencontrait un gros succès en Afrique. Nous nous sommes dit qu’il fallait aller sur place pour former ces formateurs à devenir eux-mêmes des managers de FabLab [ateliers public qui met à disposition des outils de fabrication d’objets à l’aide d’ordinateur, Ndlr] ».

En janvier, une équipe de l’IMT est donc partie à Dakar pour former pendant une semaine une dizaine de bénéficiaires gratuitement. « Cela nous permet d’attester la mise en pratique de ce qu’ils ont appris sur le web et de créer une communauté », remarque le directeur des relations internationales.

Au même moment, le président français Emmanuel Macron lançait l’initiative campus franco-sénégalais à l’occasion de son premier voyage officiel sur le continent. « Nous nous sommes dit qu’il fallait que nous en fassions partie et qu’il fallait aller au-delà du partenariat existant », conclut Michel Pavageau.

The postholder will be part of IPPF Youth Professionals Program (YPP); through which the IPPF ARO provides a unique opportunity to persons aged between 24 and 32 years, and who are nationals of an African country, to start a professional career within the field of Sexual and Reproductive Health and Rights (SRHR) and in other areas relevant to IPPF. 2. KEY TASK a) Support the development of high-quality proposals to be submitted both to institutional donors and to trusts and foundations, and especially lead on budget development. b) Support procurement processes, especially with regards to the recruitment of external consultants. c) Conduct desk-research, write situational analyses and prepare relevant information as needed, to respond to bid opportunities. d) Support grants management, keeping track of reporting and contributing to narrative and financial reports. e) Overseeing administrative functions for the team, such as invoicing, accounting, reporting, etc., to ensure successful execution of grant processes. f) Undertake any other responsibilities which are commensurate with a role of this nature, which have been discussed and agreed with the line manager; and g) Uphold the values, ethics and culture of IPPF ARO and be an ambassador for the Federation. 3. PERSON SPECIFICATION EDUCATION & QUALIFICATIONS
  • The postholder must be a national of an African country and between 24 and 32 years old at the date of application.
  • A Bachelor's Degree in a relevant area for the post is essential. A Master's Degree is desirable.
  • Fluency in English and French with excellent oral and written communication skills in both languages is essential.
  • A minimum of one year of work experience relevant to the job description i.e., in the fields of finance, resource mobilization, grants management, advocacy or health - in particular aspects of sexual and reproductive health and rights -, is desirable.
  • Fluency in Microsoft Office is essential. Experience of Netsuite is desirable.
PROVEN ABILITY
  • Demonstrated commitment and passion for ensuring universal access to healthcare for all and SRHR in particular is desirable.
  • Experience of studying or working outside of the home country is an advantage.
  • Willingness to work in multicultural environments and ability to successfully interact with individuals of different cultural backgrounds and beliefs. The post holder must show tolerance and acceptance of different views and opinions.
  • Willing to work outside standard office hours as required.
SKILLS
