Sénégal : un vaste ensemble de résidences étudiantes pour l’UCAD en 2019

Confrontés depuis des années à des problèmes de logement, les étudiants de l’université Cheikh Anta Diop de Dakar vont bénéficier de nouvelles résidences à partir de 2019. Le projet immobilier prévoit d’héberger 20 000 étudiants pour répondre à la très forte demande.

Héritière de l’École coloniale de médecine de l’AOF, l’Université Cheikh Anta Diop (UCAD) abrite aujourd’hui de nombreuses facultés, des lettres aux sciences en passant par le droit et l’économie. Au total, ce sont près de 90 000 étudiants issus de toute l’Afrique de l’Ouest qui naviguent dans les allées de cet établissement reconnu pour ses enseignements de qualité. Mais le point noir reste la question du logement. La majorité des étudiants peine en effet à trouver un toit convenable et bon marché. Le niveau élevé des loyers à Dakar place de nombreux étudiants dans des conditions de vie très difficiles, générant des tensions et autres impacts négatifs sur leurs performances scolaires. C’est dans ce contexte qu’une vaste opération immobilière dénommée « Campus Sociaux d’Excellence Dakar » est en cours. D’un montant total d’investissements de 52 milliards de FCFA, celle-ci a pour objet la réhabilitation de 17 pavillons existants et la construction de 27 nouveaux bâtiments sur les trois campus de l’UCAD.

« Des conditions de vie pénibles »

Ces travaux vont porter la capacité d’accueil du Centre des œuvres universitaires de Dakar (COUD) à 20 000 lits, contre à peine 4 500 actuellement. Chaque chambre pourra loger six à huit étudiants, à l’exception des deux bâtiments destinés aux étudiants doctorants qui seront composés de chambres de 4 étudiants. Par ailleurs, 5 % du total des chambres accueillera les personnes à mobilité réduite. Les rez-de-chaussée seront quant à eux ponctués d’espaces collectifs (laverie, lingerie, salon privé, locaux associatifs…) et d’aménagements paysagers. « C’est un projet qui vient à son heure. La réputation de l’UCAD en termes d’excellence ne rime pas avec certaines conditions de vie pénibles que vivent les étudiants. Chaque année, le nombre d’étudiants augmente et avec eux les besoins », observe Mame Bousso Mbaye, qui suit un master en administration culturelle. « Trouver un logement adéquat est compliqué. Cela dépend de la situation économique de ta famille et de ta capacité d’adaptation », renchérit Mouhamed Dièye, en master 2 biologie végétale.

Le prix des loyers bientôt en baisse

À court terme, ces résidences universitaires devraient avoir pour effet de faire baisser le prix des loyers des quartiers situés autour de l’université. « La dimension du projet va permettre de donner aux étudiants un meilleur pouvoir d’achat et une conséquence directe sur le prix des loyers dans les quartiers de Mermoz, Fann Résidence et Point E », explique Frédéric Tron, en charge de Redman Afrique, maître d’ouvrage délégué au côté d’AMSA Realty. Pour l’heure, chacun fait comme il peut. Depuis plusieurs années, les conditions d’hygiène et la promiscuité sont de plus en plus difficiles à supporter. L’élite africaine s’entasse, sans parler des interminables files d’attente pour manger le thiéboudienne au restaurant universitaire. « Pour une chambre au COUD de l’université, il faut compter 3 000 FCFA le mois par personne. Pour la restauration, le petit-déjeuner est à 75 francs et les deux autres repas, 150 francs chacun, ce qui fait 375 francs par jour. Sinon il y a des étudiants qui co-louent des chambres dans les quartiers aux alentours de l’université jusqu’à 30 000 FCFA le mois », poursuit Mame Bousso Mbaye.

Surpopulation

L’amélioration des conditions d’accueil et de vie des étudiants fait en tout cas partie des priorités du gouvernement Sall à travers la mise en place de son Plan Sénégal Émergent. De nombreux cabinets et bureaux d’études français et sénégalais ont apporté leurs expertises sur la dimension environnementale de ce projet de résidences étudiantes qui vise une certification HQE. Les bâtiments du campus social UCAD seront livrés début 2019. Quant aux autres, répartis entre le campus de l’École supérieure polytechnique et le campus social Claudel, ils le seront à l’horizon 2021. Mais pour beaucoup d’observateurs, ces nouvelles résidences ne restent qu’une seule alternative à l’heure où l’UCAD souffre de surpopulation. À l’instar de Mouhamed, nombreux sont ceux qui seraient favorables à la naissance d’autres centres universitaires à travers le Sénégal et désengorger ainsi l’UCAD. Son recteur, le professeur Ibrahima Thioub, vient d’annoncer la nécessité de la mise en place d’un plan stratégique 2018-2022. Ce dernier souhaite prendre en compte toutes les préoccupations. En jeu, notamment, l’employabilité des étudiants.

The postholder will be part of IPPF Youth Professionals Program (YPP); through which the IPPF ARO provides a unique opportunity to persons aged between 24 and 32 years, and who are nationals of an African country, to start a professional career within the field of Sexual and Reproductive Health and Rights (SRHR) and in other areas relevant to IPPF. 2. KEY TASK a) Support the development of high-quality proposals to be submitted both to institutional donors and to trusts and foundations, and especially lead on budget development. b) Support procurement processes, especially with regards to the recruitment of external consultants. c) Conduct desk-research, write situational analyses and prepare relevant information as needed, to respond to bid opportunities. d) Support grants management, keeping track of reporting and contributing to narrative and financial reports. e) Overseeing administrative functions for the team, such as invoicing, accounting, reporting, etc., to ensure successful execution of grant processes. f) Undertake any other responsibilities which are commensurate with a role of this nature, which have been discussed and agreed with the line manager; and g) Uphold the values, ethics and culture of IPPF ARO and be an ambassador for the Federation. 3. PERSON SPECIFICATION EDUCATION & QUALIFICATIONS
  • The postholder must be a national of an African country and between 24 and 32 years old at the date of application.
  • A Bachelor's Degree in a relevant area for the post is essential. A Master's Degree is desirable.
  • Fluency in English and French with excellent oral and written communication skills in both languages is essential.
  • A minimum of one year of work experience relevant to the job description i.e., in the fields of finance, resource mobilization, grants management, advocacy or health - in particular aspects of sexual and reproductive health and rights -, is desirable.
  • Fluency in Microsoft Office is essential. Experience of Netsuite is desirable.
PROVEN ABILITY
  • Demonstrated commitment and passion for ensuring universal access to healthcare for all and SRHR in particular is desirable.
  • Experience of studying or working outside of the home country is an advantage.
  • Willingness to work in multicultural environments and ability to successfully interact with individuals of different cultural backgrounds and beliefs. The post holder must show tolerance and acceptance of different views and opinions.
  • Willing to work outside standard office hours as required.
SKILLS
