Seynabou Mbaye, jeune ingénieure devenue entrepreneure agricole au Sénégal

Seynabou Mbaye, ingénieure formée en France est devenue entrepreneure agricole à son retour au Sénégal. En 2017, elle a décidé de créer son association pour rendre possible l’emploi local des jeunes.

Seynabou Mbaye pourrait douter de sa légitimité à vouloir montrer aux jeunes sénégalais que l’emploi local est possible. Elle-même a quitté son pays pendant une dizaine d’années, le temps de décrocher un diplôme d’ingénieur à l’Ensea de Cergy, près de Paris, et de se faire la main dans le secteur bancaire.

N’allez pourtant pas lui reprocher d’être une privilégiée : « Je suis partie parce que j’avais un projet concret, celui d’étudier. Aujourd’hui, les jeunes qui veulent partir me disent seulement qu’ils veulent le faire pour réussir. Ce n’est pas comme cela que ça fonctionne », déplore-t-elle.

L’agriculture comme solution

Revenue pour entreprendre au Sénégal, elle est à la tête depuis 2014 de sa propre exploitation de riz qui emploie désormais une vingtaine de personnes. Celle qui a réussi, non sans mal, à entreprendre dans un pays où les financements publics « ne s’intéressent qu’aux projets à plus de 2 milliards de FCFA dans des secteurs porteurs », est parvenue à redonner espoir aux agriculteurs du département de Podor.

En leur achetant leur riz pour le transformer et le distribuer au niveau régional, elle leur permet de vendre dans la région, un surplus de production dont ils ne savaient que faire auparavant. Cette méthode, la jeune ingénieure à la fibre sociale souhaite la dupliquer dans tout le pays et prouver que vivre de la terre, de l’élevage et de l’artisanat au Sénégal est encore possible et utile.

À rebours du discours officiel

Sa démarche contredit totalement le discours actuel du gouvernement. Séduit par l’idée que le développement du pays trouvera son salut dans les technologies de l’information et de la communication (TIC), ce dernier a traduit son ambition dans le plan « Sénégal numérique 2016-2025 ». Chiffré à 1,3 milliard de FCFA (près de 2 millions d’euros), son objectif est de développer une industrie locale du numérique chargée d’en améliorer l’accès, de digitaliser l’administration et certains secteurs jugés prioritaires.

Sur le sujet, Seynabou Mbaye, qui a pourtant l’expérience de la technologie, demeure sceptique : « Nous importons encore 200 000 tonnes de maïs par an. Cela représente 12 milliards de FCFA dans la balance commerciale alors que le pays possède de bonnes terres et que nous pourrions être autosuffisant. Mon parcours en est l’exemple, j’ai commencé dans la technologie, mais j’ai fini par retourner à la terre et créer des emplois », remarque-t-elle. Dans son esprit, la réponse au chômage réside donc dans le développement de l’agriculture, un secteur qui représentait un peu plus de 22 % du PIB du pays en 2014.

« Maintenant osons ici »

Nous demandons aux jeunes ce qu’on peut faire ici ou là, s’ils ont entendu parler de projet que nous pourrions accompagner.

L’entrepreneure a donc créé l’association « Maintenant osons ici » (M.O.I) en juin 2017. Son but est d’abord d’informer les jeunes sur les potentialités d’emploi dans leur région par des réunions et des ateliers. Le but est aussi de les convaincre : « J’aime prendre l’exemple d’une vétérinaire que nous avons rencontré dans la région de Kaffrine et qui s’est lancée dans un élevage de 1 000 poules pondeuses. Celle-ci réalise déjà un chiffre d’affaires de 80 millions de FCFA (122 000 euros) par an et vise les 100 millions cette année », illustre-t-elle.

Les membres de M.O.I. sillonnent ainsi la campagne sénégalaise et les banlieues de métropole pour organiser des grandes réunions de discussion. « Nous demandons aux jeunes ce qu’on peut faire ici ou là, s’ils ont entendu parler de projet que nous pourrions accompagner », raconte Seynabou Mbaye. À chaque villes ou villages visités, les équipes de M.O.I. cherchent à installer des comités locaux, composés de consultants et d’experts chargés d’étudier et de repérer, en coopération avec les administrations et autorités territoriales, les niches d’emploi à développer.

Formations

L’associations ne se limite pas à un seul secteur. Actuellement, M.O.I. accompagne des jeunes en formation dans la couture. Ils ont créé leur marque de casquette et de t-shirt et M.O.I. les aide à structurer un réseau de distribution. Dans une banlieue de Dakar, Seynabou Mbaye et ses équipes réfléchissent à comment mettre en place un bus à 200 FCFA le trajet, afin que les étudiants puissent se rendre à l’université.

Prochaine étape pour celle qui prône le développement inclusif : développer des formations dans les métiers d’avenir. Déjà en discussion avec l’Office national de la formation professionnelle (ONFP) pour le développement des programmes, l’entrepreneure souhaite financer ce nouveau projet en partie grâce aux frais d’adhésion à son association (2 500 francs CFA). Si elle tente à nouveau de démarcher les organismes publics comme le Fonds de financement de la formation professionnelle (3FPT), l’ingénieure a néanmoins retenu la leçon et mise davantage sur les investisseurs privés.
