A Cevital, la grève a laissé des traces

Depuis le mouvement de grève qui a momentanément paralysé son activité, Cevital Agro semble avoir amélioré ses pratiques managériales... Mais ne compte toujours pas de syndicat.

Premier employeur privé de Bejaïa et sa région, Cevital Agro est aussi une véritable « école » pour les ingénieurs de l’université de la ville. Elle n’hésite pas à les recruter (80 % des BAC+3) sans expérience pour les former et les faire évoluer, avant qu’ils ne partagent à leur tour leur savoir-faire dans l’entreprise ou au sein du groupe. « Nous offrons en externe des formations en anglais, en comptabilité, en maintenance… mais personne ne peut nous apprendre notre métier de raffinage et de conditionnement de sucre, où nous sommes parmi les meilleurs au monde », assure Francesc Goula-Mallofré, directeur général de Cevital Agro.

Grève

Si le turnover dans l’entreprise est réduit (2 %), tout n’y est pas parfait. Il a fallu attendre janvier 2012 et le dénouement d’une grève, phénomène rare dans le secteur privé algérien, pour voir Cevital Agro améliorer ses pratiques managériales. En interne, on explique en partie le ras-le-bol des employés, qui critiquaient le niveau des salaires, les conditions floues d’évolution et l’absence de syndicat, par le passage d’une gestion familiale de l’entreprise à une gestion professionnelle en 2009. Trois équipes se sont succédées à la direction, affaiblissant la politique de ressources humaines. Le groupe a alors « fait son autocritique, indique le directeur général, appliqué une politique de promotion claire et rattrapé le retard sur les salaires quand cela était nécessaire » (15 % de hausse au total).

Pour autant, seize employés qui ont poursuivi le mouvement de grève jusqu’en mai 2012 ont été licenciés. Cevital Agro ne compte toujours pas de syndicat, mais un comité de participation de onze membres. « Si les employés de Cevital veulent un syndicat, il y en aura un, explique Francesc Goula-Mallofré. La seule différence avec notre comité, c’est qu’un syndicat serait soumis à des syndicalistes externes, qui probablement voudront appliquer à Cevital une politique externe, sans vraiment connaître l’entreprise, qui plus est en y mêlant de la politique… Peut-être nos employés ont-ils compris cela. » Pour Issad Rebrab, qui continue de voir certains projets entravés par les autorités, « laisser se former un syndicat serait comme laisser entrer le ver dans le fruit », commente un employé.
